I have been reading some reviews on some larger scopes.. for a wish list.
Some talk about a step stool or a ladder.
Is there an reason not to just shorten the mount tripod legs? As long as the OTA and the counter weights clear the ground... when planning to view objects higher in the sky.. why extend the legs all the way?

Yes, like Andy says... large amateur telescopes are normally reflectors on a dobsonian mount.
It's subjective as to what you consider large. A 12" dobsonian is not large, I have to bend over to look through mine. A 16" f4.5 is probably getting close to the limit for most people, much larger and a small step is often required depending on the objects elevation. There used to be a member with a 25" dobsonian that used a large step ladder.

What's it like standing on a ladder in the dark? I would think it would give me the willys.

Dobs I get.. have stood on a ladder more than once... at a star party to view into one of these
I am talking specifically about large Newtonian scopes mounted on a tripod...
Think about 10" that on a fully extended tripod, EQ mount, and near zenith viewing that puts the eye piece at 6+ feet above the ground.
I kept reading reviews about step-stools and ladders and kept asking.. if I was missing something about why not just keep the tripod short for this parts of the sky?
One I was reading about was the Celestron C10 Goto Newtonian..

I'm not sure. Possibly they want it to be at comfortable height for most viewing, and for the couple times you might want to look right at the zenith you pull out the stool. You probably wouldn't want to be shortening and extending the legs in a single session because you'd probably have to readjust your polar alignment.

Probably has something to do with the clearance for the tube when the scope is slewing. Just guessing. Those long telescopes can get into the legs of a tripod especially on a GEM.
