    criticized the government's policies- then they were dragged away and
    never seen again; Who at NASA wants to find out what happens if you
    actually do criticize the management levels above you? Do you get tagged
    as a troublemaker, and become a marked man as far as promotions and
    workforce layoffs go?

    I agree.

    PERSONAL OPINION: While I believe it is impossible not to worry
    about being tagged as a troublemaker and fear being marked for
    promotions and layoffs, as well as risking some dents and getting a
    bit dirty -- that's just natural when saying something controversial
    and contentious -- if that stops one from speaking up and causes one
    to sit on his hands with his thumb up his butt when it counts, then
    that individual should get out of the business. Period.

    This is indeed an interesting article. Parts of it kind of read as
    nostalgia - "Oh, back in the good old days, .....". But it also makes
    a good effort to convey what was good about that time, and how to work
    that way.

    I thought the most interesting part was the sheer amount of fear that
    Goldin spread. Granted, Cowing has an axe to grind on the subject of
    Goldin. But based on other sources, I'd say the fear thing is true.
    For example, when Goldin asked for the NASA Institutes plan, and then
    shot it down when it arrived. I don't think anyone came up with a
    proposal like that from then until the end of Goldin's time.

    Cowing asks why the fear persists after Goldin is gone. I say it
    takes time for an organization to un-learn a pattern like that.
    People have to take tentative baby steps and find that it is safe, or
    at least that they get shot down in a way that they know how to
    improve for next time. As opposed to the random reactions you get
    from someone like Goldin.
