Well the regulations have changed again. Now laser pointers greater than 1MW are allowed without a form if you are a member of an astronomical society or using it for educational purposes. The airport restrictions are still in place and expanded. Here is the linkhttps://www.tc.gc.ca/en/services/tra...ly-safely.html

Note that, even though astronomy clubs are eligible to request permission to use lasers, they can issue their own regulations for their own events. So be sure to check with the club before attending a star party. At Nova East, for example, the club rule is: "No laser pointers. No Maglites after 10:30 PM on Friday and Saturday nights please. None will be allowed on Sunday night."

The Maglite reference is to a technique invented at last year's Nova East, to use a Maglite collimated by a 2' length of plastic pipe as a substitute for a laser pointer. It worked quite well. Maglites can be used at Nova East for the public outreach events early on the first two nights, but late nights and the third night are reserved for astrophotography.

This is much better for using the laser pointers for astronomy.
I used to know that it's legal to own a laser pointer less than 3 mW (class 3).
