how to use my binoculars?

i have a pair of old binoculars which i believe were used in the military. the binoculars are 7x50- there is an old sticker that says INS-Sensitive Property on it. it has engraved in it, Binocular Mi7A. when i look through the binoculars, i see numbers 1-20 but these are not MOA recticles. what are they?
how dow i use them? some numbers run horizontally, some vertically, please tell me what these are and how to use them.

They sound like 'marine' binoculars
The scale is to help you work out the distance to objects, of which you know the size (eg, length of a boat, height of a mast)
