    I thought it might have been Halton Arp, but he just passed in 2013... There was an interesting character...

    These are all good guesses. The closest I've gotten is the person who said Fritz Alexander led me to stumble upon Fritz Zwicky, who almost fits the bill. I just can't find any evidence that he lived in the observatory.
